General Contribution and Finance Guidelines for Mayor Ras Baraka’s Gubernatorial Campaign


Thank you so much for your support—it is crucial to this campaign’s success. Below are the guidelines and critical details. This document has been carefully drafted to ensure full compliance with New Jersey fundraising regulations.


1. State of New Jersey Fundraising Rules
● As per New Jersey state law, the maximum donation is $5,800 per person. Married couples with a joint account can submit a check for $11,600, but both signatures are required in addition to the requested donor information. Contributions from limited liability entities must be attributed to an individual.

● Donor Information: The campaign must collect and report the name, address, occupation, and employer of any individual who donates to the campaign.

● Corporate Contributions: A corporation can make donations to a candidate or committee, but it must follow specific rules. If a corporation donates, the candidate or committee must add that contribution to any other donations made by the corporation’s related entities, such as subsidiaries, affiliates, branches, or local units. For more information on the rules for donations from affiliated entities, review the Regulations at N.J.A.C. 19:25-11.9 or contact the campaign treasurer.

● Contributions by Organizations: Any organization is permitted to contribute to the campaign up to a maximum of $5,800. The organization must comply with federal tax regulations that govern its specific IRS tax designation.

● Donation Transparency: All contributions will be reported to the New Jersey Election Law Enforcement Commission (ELEC), and the campaign must adhere to their deadlines and regulations.

2. Paper Contribution Forms
● For donations made by check, the campaign will provide contribution forms.

● To ensure all contributions are traceable and compliant, no check will be deposited without a complete corresponding paper contribution form or complete online record. Checks or donations without complete information will be returned.

3. In-Kind Services
● In-kind services are non-monetary contributions such as goods or services provided to the campaign free of charge or at a discounted rate.
● Examples include:
*Donated Venue: If a supporter offers their venue for free or at a reduced cost, this is considered an in-kind contribution.

*Catering or Entertainment: If a business or individual donates catering services or
entertainment, it must be reported as an in-kind donation.

● State Regulations: According to New Jersey election law, in-kind contributions are subject to the same reporting requirements as monetary contributions. The value of any in-kind service must be assessed and reported to the campaign treasurer, ensuring that the total does not exceed the $5,800 limit per person.

● All in-kind donations must be documented (provided at the end of this document).
